Install Errors

I just installed PostgreSQL 8.0.1 on Windows XP Pro.  This is the second
time that I installed Postgres but I never used it the first time so I
uninstalled it. Not I have installed it and I have received the following
error.

MSI (s) (64!D4) [18:49:58:875]: Product: PostgreSQL 8.0 -- could not connect
to server: Connection refused (0x0000274D/10061)
    Is the server running on host "127.0.0.1" and accepting
    TCP/IP connections on port 5432?

I received this error multiple times as it was installing.

What have I done wrong?  Help is appreciated.

Maybe running the installer via the command line (msiexec) with the
full logging option will provide a better clue about the problem.
