Restore Dataset

I am trying to restore a dataset to 7.3.4 for use with SQL Ledger. I
have a file that I got from PG_DUMP called accs-1.8.5.sql.

I am using the following command but it just hangs indefinitely.

pg_restore -f /mnt/floppy/accs-1.8.5.sql

Can anyone help?
