pl/pgSQL: locale and ~ '[a-z]'

Saluton,

I wonder - and have not found any documentation installed locally -
whether locale settings will influence pl/pgSQL's comparison via ~;
e.g. in my setting, ĉ, ĝ, ĥ etc. are all legal lower case characters -
will they be included in [a-z]? Or is the US locale assumed in those
comparisons?

And is this behavior permanent, so that one can rely on it for future
versions?

Thanks in advance,

Albert
