The 7.4 driver has ssl support and will work against a 7.3 database, so
try downloading one from http://jdbc.postgresql.org/download.html

Right, SSL support is only available in the 7.4 series driver and only
then for builds that have the java ssl libraries availble: jdbc2ee and
jdbc3 jar files.
