Not yet compiled for Pg 7.0.x and Tcl/Tk 8.3.x

I cannot compile them because I'm not a Windows user.
We hope that someone else will compile those DLL's and make them
available!

Hello,  List!

If someone out here is generous enough to build a current libpg.dll.  Can you
please include libpq-int.h,  which contains support for PQconnectdb()
[hostAddr] (IP address without host name lookup).
