'Create table if not exists as' breaks SPI_execute

Hi.

SPI_execute assumes that CreateTableAsStmt always have completionTag == “completionTag”.
But it isn’t true in case of ‘IF NOT EXISTS’ present.

Sorry, I meant completionTag == “SELECT”.
