Hi Tom,

The horology test failed on both 8.x branches for Snake (win32) last
night. It appears one of the timezones has changed - does the test need
to be updated for the new DST rules you mention, or is this something
else?

Looks like it's RED across the board.  It appears to be the DST change for
the US.
