When i try to compile postgres 8 on windows machine i get this error 
after i issue the make command

make -C doc all

O_SEQUENTIAL is defined in \include\fcntl.h.  I guess your mingw missed a
line:

#define O_SEQUENTIAL _O_SEQUENTIAL

Update it or simply add this line should be ok.
