Here is an updated open items list.  The first three items are the ones
that are going to be closed tomorrow and moved to the TODO list.  I
already moved the terminal server issue to the TODO list.

* Win32o Disallow encodings like UTF8 which which PostgreSQL supports  but the operating system does not

* warn on COPY TO ... CSV with \r,\n in data
* adjust bgwriter defaults

Documentation
-------------
* synchonize supported encodings and docs
* add external interfaces documentation section

* fix gettext support to src/port
