After two series 7.3 and 7.4 that ignore the force argument,
why don't remove it in the 8.0 ?

Well, we can certainly remove the documentation for it at least.

Thinking about it, REINDEX FORCE is hardly a regularly used command and
we could probably remove the whole thing.
