Thread: #ifdef MULTIBYTE removed

I have removed bunch of #ifdef MULTIBYTE per recent pgsql-hackers
discussion. All regression tests passed.

I didn't follow the -hackers discussion, but shouldn't the references
to '--enable-multibyte' and the MULTIBYTE #define be removed from
src/include/pg_config.h.in ?
