Size restriction on patches list

Marc, can we increase the size of messages allowed on the patches list? 
I am getting complaints about delays, and I keep the patches 1-2 days
before being applied too.

People are starting to try and bypass the limit by posting URL's or
sending emails directly to me;  neither seems good.

Also, can we allow people subscribed to one list to post to other lists
even though they are not subscribed.  Seems like it would improve list
response times.

Damn, I searched for this before, couldn't find it, and just found it now:

%mj_shell -p xx configset pgsql-patches maxlength = 400000
maxlength set to "400000".

400k large enough?

Oh, very good.  Do we get large emails that need blocking?  Should it be
1MB, which I believe is the default for most mailers?
