Thread: libpq API tweaks

I'm going to have to revert a few of the "const-mania" changes to the
libpq API done last fall. They are bound to be a real annoyance to users,
especially those that don't use const's religiously, but sometimes even to
those that do. This does not represent a break the with the 6.* API.
