Here's what happens:

$ cvs -d :pserver:anoncvs@postgresql.org:/usr/local/cvsroot login
(Logging in to anoncvs@postgresql.org)
CVS password: 
$ cvs -z3 -d :pserver:anoncvs@postgresql.org:/usr/local/cvsroot co -P pgsql
Fatal error, aborting.
: no such user
cvs [checkout aborted]: authorization failed: server postgresql.org rejected 
access
