Hi,
Do we have folks in this group based out of the Middle East, preferably in UAE? We currently don't have a user group in the GCC region and I would like to help start one up.

Yup, that's what I thought when I first heard of it as well :-)
As Christophe has already pointed out, it is the Gulf Cooperation Council.
