Default procedural language

When I do a createlang -l, it shows nothing. Does this mean there is
absolutely no procedural language enabled or is there a default
procedural language? If it's the latter, what language is that?

The only default language is plsql.  which isn't really a language so
much as a way to clump together sql.

the most common pl is plpgsql.
