I am using postgresql 7.3 in Redhat Linux.Windows XP is my client. I want to communicate pgsql without a specific ip rangeI.I want to accept all ip address in postgresql 7.3. How can i comunicate. Please help me to solve this problem.

First, 7.3 are out of date...

You should check if your PG-Server listening on TCP/IP. Take a look into
your postgresql.conf, you need an entry like 'listen_addresses = ...'.
Then check your pg_hba.conf, you need a propper line with 'host' at the
beginning of the line, like:

host    all     all     192.168.1.0       255.255.255.0   trust


And, again, 7.3 are very, very old.

Valid only in 8.+ versions. In 7.3 was:
TCPIP_SOCKET = true
