My understanding was it means ip range of 1 to 254.

192.168.2.1 to 192.168.1.254

You're mistaken.  /n means an n-bit netmask.  /254 is nonsense.
What you probably want is 192.168.2.0/24, which effectively
means "all of 192.168.2.*".
