Problems getting started: createdb fails

Hi,

Installed cygwin & postgreSQL 7.4.1 on my XP machine.  Ran
command:

  initdb -D /usr/local/pgsql/data -W -E LATIN1

Next, ran command:

  pg_ctl -D /usr/local/pgsql/data -l /tmp/pg.log start

Got the following in log file:

LOG:  shmdt(0x1b40000) failed: Invalid argument
LOG:  database system was shut down at 2004-03-23 22:35:41 EST
LOG:  checkpoint record is at 0/9EAB40
LOG:  redo record is at 0/9EAB40; undo record is at 0/0; shutdown TRUE
LOG:  next transaction ID: 541; next OID: 17142
LOG:  database system is ready

Despite the first few lines, it does say "database system ready" so
I proceeded to try and run creatdb as follows:

  createdb -U "My User Name" mydb

Got message:

createdb: could not connect to database template1: expected
authentication request from server but received

Things I've tried:

- changed "tcpip_socket = true" in postgresql.conf, ran "pg_ctl
restart ..."
- added line to pg_hba.conf with IP-ADDRESS=0.0.0.0,
IP-MASK=255.255.255.255,  ran "pg_ctl restart ..."
- used -W option on createdb command, entered superuser password that
I specified on initdb command

Nothing seems to work.  Any ideas?
