I could not conclude the  IEEE 754 tread due to my sick computer.
What I have got is Yes,
PostgreSQL is IEEE 754 complient
See Chapter 8 of PostgreSQL 7.4 Documentation

Also for Monetary terms it is suggested that
data type NUMERIC is used

This compliance depends to some extent on the OS
