AFAIK no one is packaging it for distribution, but your more than
welcome to grab the source from CVS. Check out
http://developer.postgresql.org/index.php for info on CVS, the 7.3
development documentation, and more good info.

But if you do, remember that 7.3 isn't even in beta yet.
