I would like to know is there any possibility to
build a database in PostgreSQL+PHP of .doc or
.rtf format files and with the search possibility in
these files.

Yes, but you can probably do it more easily with Zope:

http://www.zope.org/Members/Kaivo/DocumentLibrary

If you don't want to use Zope, you could use the same strategies as
that product does.
