How do i fix this kind of error?
      InitRelink(logfile 0 seg 121) failed: Permission denied
 
 
attach is the php script that generates the error after 5 hours, using cygwin ang postgrs v 7.2.1

AFAIK this is not a Postgres error message.  I think you need to be
asking PHP people, not us ...
