Can a user be trusted?

For example.  user pgsql (the postgres user) is used to start the database
during boot...  as such it chokes on password requirement.

Simple solution is to trust local, but that has ramifications since users also
log into this box.

Can we trust selected users, then require the rest to use password
authentication?

try reading about pg_ident.conf and check out postgresql-7.2/client-authentication.html.
