Is there a reason why this occurs?

table=> explain select * from data where oid = 18522;
NOTICE:  QUERY PLAN:

Seq Scan on data  (cost=0.00 size=0 width=120)

EXPLAIN

I would have expected an index scan or something.

See FAQ.  oid's are not automatically indexed.
