CREATE DATABASE music ENCODING 'LATIN1' TEMPLATE template0;

that did not work.   Whereas:

CREATE DATABASE music ENCODING 'LATIN1' TEMPLATE template0 LC_COLLATE='C'
LC_CTYPE='C';

sure DOES seem to work.
