In 7.2 you must create the database as the user.
CREATE USER <user> CREATEDB;
\c - <user>
CREATE DATABASE <db>;
ALTER USER <user> NOCREATEDB;
In 7.3 you can:
CREATE DATABASE <db> WITH OWNER = <user>;
