My platform is:

Windows 2000 sp4
Cygwin 1.5.10-3
Postgresql 7.4.3.1

As per the instructions I start cygserver in the background and then run
initdb:

v&p.test@DOW2K00028396 ~
$ initdb -d -D /usr/local/pgsql/data

I have installed postgresql on cygwin in the past no problem, this is the
first time have come across this error. When I installed cygwin I had some
jip regarding users and had to update my /etc/passwd file:

The docs or webpage you are using for the install are out of date.
Cygserver is now used instead of ipc-daemon2.

See the readme included now located in /usr/share/doc/Cygwin

Hi,

As Mike G said, remove ipc-daemon (all versions). Perhaps re-install cygwin-1.5.10-3 afterwards (only that package);
therehave been some conflicts between executable names in cygipc and the ipc of cygwin-server. 

Then check that the cygserver is actually really truly running. Either you forgot to start it, or it fails to start due
topermission problems.

Ensure that you have the following set before starting
the cygserver:

export CYGWIN=server

That should fix the problem. I had a problem similar
to yours and Daniel Secomb provided that solution and
that got me up and running with the PostgreSQL db.

Also I had to increase the SEMMNS and SEMMSL numbers in /etc/cygserver.conf.
The values that worked for me are:

kern.ipc.semmns 100
kern.ipc.semmsl 600
