The above sounds like you are using an old cygipc version.  cygipc is
installable via Cygwin setup.exe now.

I believe your problem is a version mismatch between cygipc and
postgresql.  What versions of cygipc, cygwin, and postgresql are you
using?

You should be using the following:

    $ cygcheck -cd cygipc cygwin postgresql
    Cygwin Package Information
    Package              Version
    cygipc               2.01-2
    cygwin               1.5.5-1
    postgresql           7.3.4-2
