Win2000: CREATE DATABASE: could not initialize database director

Hi,
I am having a problem creating a database on postgresq-7.3.2. I was able to initialize the database but when I
issuethe command createdb mydb, I get the following message.

WARNING: database directory '/usr/share/postgresql/data1/base/16980'could not be removed
ERROR: CREATE DATABASE: could not initialize database directory; delete failed as well.

I visited FAQ a I found the solution pointed out for this problem. The process creating the database does not have
rightsto the directory. However, I am logged on to the workstation, and I'm the owner of the directory and I starts
thepostmaster by hand.

The only difference I can think of is that the person who had this problem seems to be the administrator of the
box,I am not. Could this explain the failure? Or am I missing something pretty obvious?

    Thanks for any suggestion
