ipc-daemon2 not starting

Hi ,
when following the steps i try to run ipc-daemon2 like this i get error

"
$ cygrunsrv -S ipc-daemon2
cygrunsrv: Error starting a service: QueryServiceStatus:  Win32 error 1062:
The service has not been started.
"

what may be the reason ?
