Does the 7.2.1 version of Postgres exist under cygwin? If yes, from where
cen I download it?

No, the only 7.2.x left on the Cygwin mirrors is 7.2.3.

    http://mirrors.rcn.net/pub/sourceware/cygwin/release/postgresql/postgresql-7.2.3-2.tar.bz2

If you really need 7.2.1, then you will have to (possibly patch and)
build it yourself.
