ps. There is no adduser command in cygwin. And, I doubt
I have authority to create another user anyway. So, I
plan to proceed using the default cygwin login - Administrator.

why not - except of course for security reasons.

I recommend reading the README that is part of the Cygwin PostgreSQL
7.1.3 distribution.  I have attached it for your convenience.

If you have local Administrators privilege, then you do.
