I would like to know the procedure to install PostGres on Windows 98/NT
machine. Could anybody send me the url where I can download the
installation?

A pre-built PostgreSQL is part of the Cygwin distribution.  Just install
Cygwin (which is a requirement anyway) and PostgreSQL will automatically
be installed:

    http://www.cygwin.com/
