You need to supply more information if you expect to get help:
OS (my guess is that you are your 9X/Me)
Cygwin version
However, my WAG is that you are using Cygwin 1.1.8-1 and the following
is your problem:

If so, then either upgrade to 1.1.8-2 or follow the procedure above to
reduce your Cygwin heap.
In the future, please post to pgsql-cygwin@postgresql.org instead of
