Add perl replacements for build.bat and vcregress.bat. In due course
the .bat files will be altered to become tiny wrappers for these scripts,
and one or two other .bat files will disappear.

I would suggest we turn these .bats into wrappers as soon as possible - especially if you're going to start using them from the buildfarm. We want the buildfarm to run the same thing as the manual builds... //Magnus
