Marking this as done seems more than a tad optimistic, seeing that out
of our PLs only plpgsql has any support for it, and even that is quite
undocumented.

I am not sure if other languages want this.  It seemed like mostly a
plpgsql thing.  I figured I would mark it as done and if someone asks
for another language we can add a new entry.  Let me mention plpgsql in
the TODO.
