The installation on windows 2012 randomly failed. The pg_ctl process blocked
and after a timeout, the installation displays an error message (postgres
has insufficient privil=C3=A8ges to start/stop the service). The user postg=
res is
created by the installation of postgresql!!

PostgreSQL 8.4.x is not supported on Windows 2012 (and 8.4.0 shouldn't
be used anywhere any more). You need to use 9.2.
