Description:        connection problem
Details:

the server doesen't accept connections: the connection library report
could not connect to server: connection refused(0x0000274D/10061) is the
server running on host "localhost" and accepting tcp/ip connection on port
5432?

This is not a bug.  It would be more appropriate for the
pgsql-general or pgsql-novice list.  In all probability either the
server is not running on your local machine.  If it is, it's
configured for a different port.  If you need help learning how to
check these things, please ask on another list.

Yeah, or they have an overzealous software firewall or AV package.
