The following bug has been logged online:

Bug reference: 3676
Logged by: Rolf de By
Email address: deby@itc.nl
PostgreSQL version: 8.3
Operating system: Windows
Description: README.TXT is duff gen
Details:

I am nitpicking! But in the hope that all small contributions help. Thanks
guys, for a wonderful product!

The readme.txt file that comes with the windows installert is the one for
PG8.2, not 8.3. I am quoting:

"The files postgresql-8.2.msi and postgresql-8.2-int.msi contain
PostgreSQL version 8.2.0. The reason for naming the files 8.2
is because the method used to upgrade the installation does not
permit the filename to be changed.

If you install directly from the 8.2.0 MSI file, your system will
contain version 8.2.0 from the start and there is no need to
upgrade it to 8.2.0.

To upgrade from an earlier 8.2 release, please use the enclosed
"upgrade.bat" file. Or look at it and adapt any commands as necessary.

Go ahead and nit-pick - that's what betas are all about :-)

Thanks, fixed in CVS.
