Details:

Not sure if this is a best place to report, but..

When using to_tsquery(TEXT,TEXT) I enounter an error when  the first
character is an apostrophe.

non-error example:
select to_tsquery('default'::text, 'o\'brien'::text);
  to_tsquery
---------------
 'o' & 'brien'

Example of error:
select to_tsquery('default'::text, '\'brien'::text);
ERROR:  syntax error
