The hotel hosting OSCON is $129 a night, and internet connectivity in
the hotel room is extra (at least it was last year, I think).

I am staying at the Four Points by Sheraton Portland Downtown:

Which is 4/10 of a mile away, and is $109/night, with internet included.
You can get it for $99 per night if you prepay.

You can also do the Lloyd Center Courtyard by Marriot. They are on the
Max line (Trolley) which will drop you 4 blocks from OSCON.
