There definitely needs to be a lot more intro stuff on there along the lines of "how do I use this?"... :-/ You create a new document by going to the "intended URL". i.e. http://techdocs.postgresql.org/guides/SomeURL or: http://advocacy.postgresql.org/documents/ADifferentURL For both of these, as there isn't really anything there, it will offer you the option of creating a new document there. It does that instead of the standard 404 Webserver error. That's generally the easiest way of creating a new document.
