Hi ,
I just went through the postgresql web page and found a community IRC but i am not able to open the the URL irc.freenode.net. Please help in this regard so that i can post my queries there.

Uh, it isn't a web server --- it is a chat server. You need something
that can do IRC chat. You can actually use it from a webpage though:
http://webchat.freenode.net/?randomnick=1&channels=postgresql
