I have some databases that are designated as "SQL_ASCII" encoding. I
need them to be "UTF-8". I know that "SQL_ASCII" is really the
absence of encoding. Is there a way to do this?

Try use pg_dump on your ASCII database with option -E
ex.: pgdump -U user database -E UTF8 -f filename.sql
