If you like java, netbeans is a nice simple development enviro.

You have generic database - objects like cursors and queries.
Shipped with Qt there are libraries for postgresql and other databases like
Oracle. Qt is also available for Windows.

Your GUI written with Qt will be nearly independent from database and
operating system.

There are 2 that I know of.

pgaccess and pgadmin3

On Debian you can do an apt-get to get them
