I use at on NT to run .bat files
Example for vacuum analyse:
I first use at to run va.bat
va.bat:
    c:\cygwin\bin\bash --login -i /va.sh
va.sh:
    vacuumdb -a -z >/dev/null 2>&1 </dev/null
