No, you'll have to do that yourself. A simple tr 'âàáéÿ' 'aaaey' etc.
could possibly do on the client side.

Option 1:

SELECT * FROM table ORDER BY upper(field);

Option 2:

Build with --enable-locale. Most locales sort a, A, b, B, etc.
