It has to do with the "application initialization failed." error, because of the VC++ runtime libraries are not

As Asheesh said, you probably need to re-install the VC++ runtime libraries.

Actually, this isn't a pgAdmin's message. This comes from Windows. Your
complaint should be filed against Microsoft :)
