"Use Replication" label/field bug in Column Create/Edit Dialog

In the Create/Edit Dialog for columns, after have saved a long comment that changes the field to scrollbars, when
re-openthe Create/Edit Dialog for the column, the "Use Replication" label and field are pushed out of viewable area.
Thetop portion of the words "Use Replication" are barely discernable. 
My environment: Windows 2003 Server Native Japanese. Postgresql 8.4. PgAdmin III 1.10.

I finally found why pgAdmin behaved this way. So, it is fixed. It will
be available in 1.10.3.
